From Kay Hagan - How Healthcare Reform is Helping North Carolina

In March 2010, the Patient Protection and Affordable Care Act and the Health Care and Education Reconciliation Act became law. So much information is circulating about health care reform, and sorting through it can be overwhelming and frustrating. This newsletter will help explain what the law does and what it means for you and your family. Other useful information about health care reform can be found at www.healthreform.gov

Starting in the First Six Months...

  • Insurers are prohibited from dropping coverage when you get sick
  • Children with preexisting conditions will not be barred from coverage
  • Young adults up to age 26 can stay on their parents' plans
  • No more lifetime caps on coverage
  • Seniors hitting the "donut hole" will receive a $250 check
  • Eligible small business owners can receive a tax credit to help pay for health insurance premiums

Middle Class Families

For middle class families, reform means:

  • Tax credits will be available for almost one million North Carolinians to make health insurance more affordable
  • As many as 2.3 million children in NC will no longer be denied coverage because of a preexisting condition
  • Preventive care services, including well-child visits and annual flu shots, will be available at no extra cost

Seniors

For NC seniors, the new law means:

  • 247,000 NC seniors in the prescription drug "donut hole" will receive a $250 check this year
  • The donut hole will be incrementally closed over the next several years until it is completely closed by 2020
  • 1.4 million NC Medicare beneficiaries will have annual wellness visits and preventive services at no extra cost

Small Businesses

  • Over 120,235 NC small businesses are eligible for tax credits to make premiums more affordable. Businesses won't have to choose between providing insurance and cutting jobs

Health Care Reform and NC Job Growth

  • By slowing the health care cost growth rate and allowing businesses to expand employment, researchers anticipate that NC will benefit from as many as 7,100 - 11,400 new jobs per year over the next ten years

Recovery Act Funds Aid Energy Efficiency and Promote Green Job Growth
About $5.4 million in Energy Efficiency & Conservation Block Grants Assist Public Schools and Community Colleges
Gov. Bev Perdue today announced that an additional $5.4 million in federal Recovery Act funding for energy efficiency block grants has been awarded to help 38 public school systems and community colleges save on utility and fuel bills and create jobs.  Additional grants are expected to be announced in the coming weeks as funding applications are reviewed and acted upon.

“Green energy is one of my top priorities, said Gov. Bev Perdue.   “These federal recovery funds will help put people to work, help our schools and reduce cost for communities throughout the state.”

The grants program is administered by the North Carolina Energy Office, part of the state’s Department of Commerce, to encourage energy conservation and economic investment in counties, municipalities, community colleges and public schools.  A total of $7.2 million is available to local government agencies and $6.3 million to public schools and community colleges.

Forsyth Technical Community College received $115,974 to improve heating and air conditioning systems.  Total cost of the project is $174,557.

Help Make a Sound!
We are frequently asked about items that would be on the party's wish list. One of these items is a portable sound system. If you have ever been to a party meeting (inside or outside) and had a hard time hearing the speaker, then you know how valuable this item could be. Our own Dan Bennett is leading an effort to provide funding for this much needed item. The total cost estimate is $1,000. The value of a sound system will only multiply as we look toward a busy 2010 with U.S. Senate and U.S. House races along with many local and state contests. If you can give a few dollars to this effort or if you have any questions, please contact Dan at 768-0942 or the FCDP at 724-5941. Donations will be accepted at headquarters.
